I'm assuming you're asking because of the Dutch cable provider that recently broke neutrality (UPC)?
The major disadvantage is that people with continuous high bandwidth use can slow down the network for other users. Cable, unlike DSL, has shared bandwidth amoungst regions. That means, if a lot of people in your region are using a lot of bandwidth up at one time the speed of the network will slow.
It's kind of like how your connection speed will be slower when your playing online video games if you are downloading large files from the internet at the same time (but on a larger scale).
